Obstructive lung disease is where airways are narrowed or blocked, which usually results in a lower FEV1 result and normal or near normal FVC. Restrictive lung disease is where the total volume of air is less due to a problem with expansion, so is a lower FVC and better FEV1. I think that most of the time, CF can have both obstructive and restrictive issues, but most CF people I know definitely have more of an issue with FEV1.
I'm a weird case as I've always been the other way around. My FVC used to always be about 10% lower than my FEV1 but now that my FEV1 has gone down, they're only about 5% apart <img src="i/expressions/face-icon-small-smile.gif" border="0"> My FEV1 is 94% and FVC 90%.
