I've never seen anything like that. I would not suggest trying to clean anything related to the O2 concentrator. I would just get replacements for it. Too much work and too much risk.

That is called a water trap to trap condensation and should be replaced every two weeks with all of your tubing and nasal canula. It should be provided by the DME that suupplied you your concentrator but you have to ask for them. Also make sure they provide a free concentraor check every six months.
