How much is too much?

Piper came home from her Dad's having gained 12 lbs in 4 weeks. While I realize this would be a positive thing for some folks around here, she was already slightly overweight, and this pushed it waaay up. So, we've been walking for the past two weeks, and we're up to 2 miles. Yesterday we started adding some running in..walking for ten minutes, running for 1 minute. It takes us about an hour to do the two miles. Her lung function at last check was 58%. Here's the thing, she complains quite a bit while we're exercising. Up to now I've been pretty much chalking it up to the fact it's a new routine for her. We don't have a portable pulse ox, and it's not something we can get, cost-wise. For those of you who have been there, am I expecting too much? She can talk the entire time, her face does get red, but so does mine, lol. Any input would be appreciated!
