How to start a foundation??

I know this is on topic, but I need some help. I would like to start a foundation in honor of my daughter. I want to help raise money for research, give scholarships to those with CF, I just want to help. I not only want to help for my daughter's sake.. but others who are battling CF. I was wondering if anyone could give me advice or tell me what to do. Thanks for your help!!
