They are the same thing. One is just water soluble and the other isn't (regular oil based). So given that, and the fact that the water soluble will dissolve in a water based neb, the water based is better for nebbing. If you were to just inhale it via the steam facial saunas, you could use the regular stuff. I personally feel nebbing the stuff is better, so I generally advocate the use of the water soluble stuff. It's more expensive, but works better for that application in my opinion.
