Craig-the manufacturer is the one who puts out the coupons and then reimburses the retailer who accepts the coupons the 'face value' of the coupons. However some stores have 'double coupons' which means that they will also take the value of the coupon as a loss so they give you 50cents off a product and then the manufacturer does as well--this is less common.

Even though this 'couponing' is spreading in popularity now with the increased food prices everyone has been hollering about in the US it has been around for a LONG time but you used to have to spend alot time figuring it out all yoruself so it wasnt as worth it. The internet has made it easy for lots people to do.
