I would venture to say that the small or non existant breast issue is related to your weight and nutrition. Also yes the irregular periods can be aggravated by out of control blood sugars. It can also be caused by changing hormones or just other overall CF issues I think.
I had issues with my breast size right after I was diagnosed with diabetes and up until recently when I started gaining weight. I lost about 20 lbs before they diagnosed my with CFRD and it all came from my chest lol. I was never able to gain the weight back until I had my transplant this past year and since then I am up to 125 and am happier with my body.
I also wanted to put this out there. With CFRD if it is uncontrolled it can actually cause you alot of problems with your breathing. It can make you more short of breath it can increase inflammation, make you cough more, make you more fatigued and so on. It really is in your best interest - not just for the period and breast issue - to try and get your sugars under control.
