Staph is present in everyone's bodies, even healthy people. It's found mostly in the nasal passages, which is why a throat culture would pick it up--it would be swabbed from the mucus that's draining down the back of the throat from the sinuses.
Normal staph that is not culturing anything funky, then it doesn't need to be treated. Don't worry, your doctor isn't ignoring the staph.
