Im not sure how they work it where you are from, but when i got on disability i had 95% pft's. The reason they approved me is because they had a job advocate at the hearing ( i had to go thru all the procedures and finally get a lawyer and have a hearing) The job advocate had two huge books of jobs available but none of them would fit my limitations, Like.... no dust ,fumes, smoke, no sitting for too long a time, no standing too long .... being able to leave on break should i have the need, whenever needed, for however long was necessary.... a job where when if i need days off, it wont be a problem etc. etc. . The job advocate said there really wasnt a job i was capable of that would have those kinds of " liberties" So i was approved. I'm not sure they actually have a fev1% limit on disability, because some people with low fev1, can still perform a regular job. I hope some others have more ideas for you....
