When you turn it on, it will ask you if you want to "Keep Settings" say yes. Then on the next screen pretty the button for "More" under the next screen you will see "Buzzer" at the top. Enter that menu and then you can decrease of increase the noise from there. I hope this is what you mean.

^^^ The VA can do just about whatever they want and no one can tell them otherwise. They have the mentality that these men and women are soldiers and can tough it out. VA's aren't required to follow standard procedures IIRC. It's slightly different than a public military base run...
